Unlocking Characters:
To unlock each of these characters, play through the Novice, Intermediate, and Advanced Mission Modes. Each Mission Mode difficulty has two boss encounter and beating both bosses in each difficulty setting will enable you to choose them:
Commander - Novice Mission
Shinobi - Novice Mission
Scarpin - Intermediate
Siba - Intermediate
Proofer - Advanced
D.K. - Advanced
